RGC Governance

RG Check, RG Plus and The Centre for The Advancement (CABP), are organizations that operate under the Responsible Gambling Council.

The Responsible Gambling Council (RGC) operates independently under the legal authority of three corporations, all of which are non-profit organizations with their own board of directors. Board members include individuals who have experienced gambling problems, treatment providers, gaming operator executives and/ or professionals in non-gaming industries from across Canada.

In practice,

the name Responsible Gambling Council (RGC)
is used as an umbrella term for all activities.

The Responsible Gambling Council of Canada (RGCC) is the legal entity for research and evaluation activities in all jurisdictions, as well as for the delivery of programs and services outside of Ontario. It is incorporated under the Canada Corporations Act and has charitable status from the Canada Revenue Agency.

The Responsible Gambling Council (Ontario) is the legal entity that delivers programs and services in Ontario funded through the Ministry of Health and Long-Term Care and that operates the annual Discovery Conference. RGC(O) also independently operates PlaySmart Centres in Ontario, with funding from the Ontario Lottery and Gaming Corporation (OLG). It is incorporated under the Ontario Corporations Act and has charitable status from the Canada Revenue Agency.

The Responsible Gambling Council-Prevention (RGC-P) is the legal entity that delivers the RG Check Accreditation Program. It is incorporated under the Canada Corporations Act.

Each organization is accountable to a separate Board of Directors.

Registered Charities vs. Non-Profit Organizations

Registered charities and non-profit organizations both operate on a non-profit basis; however, they are not the same.

  • Registered Charities

    Registered charities are charitable organizations, public foundations, or private foundations that are created and reside in Canada. They must use their resources for charitable activities and have charitable purposes that fall into one or more of the following categories:

    • The relief of poverty
    • The advancement of education
    • The advancement of religion
    • Other purposes that benefit the community

    Some examples of registered charities under each of the four categories:

    • Relief of poverty (food banks, soup kitchens, and low-cost housing units)
    • Advancement of education (colleges, universities, and research institutes)
    • Advancement of religion (places of worship and missionary organizations)
    • Purposes beneficial to the community (animal shelters, libraries, and volunteer fire departments)
  • Non-Profit Organizations

    Non-profit organizations are associations, clubs, or societies that are not charities and are organized and operated exclusively for social welfare, civic improvement, pleasure, recreation, or any other purpose except profit.

    Some examples of a few types of non-profit organizations and examples of each:

    • Social, recreational, or hobby groups (bridge clubs, curling clubs, and golf clubs)
    • Certain amateur sports organizations (hockey associations, baseball leagues, and soccer leagues)
    • Certain festival organizations (parades and seasonal celebrations)
